Widespread Open Access Publishing still a mirage
Although Open Access (OA) content in academic journals is increasing by 15% per year, only 5% of the content in this global market is available for free. These figures are nowhere near the EU’s target or making Open Access Publishing the default by 2020. More ambitious action at the EU policy level are needed.
This is the sober conclusion of the report “Towards a Competitive and Sustainable OA Market in Europe – A Study of the Open Access Market and Policy Environment” commissioned by OpeAIRE on behalf of the European Commission. The study was Research Consulting.
The report identifies several stumbling blocks, the major ones being a lack of incentives for authors and publishers to move to OA, the absence of an effective market and issues with the technical infrastructure to facilitate OA.
